Local documents are combined on your computer and released when the page or session ends. Drive data moves only between the extension and your Google account when you choose that workflow.

Is PDF Combiner free?

Yes. The extension is free to use, with no account or hidden fees described in the current Chrome Web Store listing.

Can I rearrange individual pages?

Not currently. You can reorder whole PDF files before combining them, but not individual pages inside those files.

Does merging change PDF quality?

No. The extension joins existing pages rather than recompressing or re-rendering them.

Does Google Drive send files to another server?

No. When you choose Drive, selected files move between the extension and your own Google Drive account. PDF Combiner does not operate a separate PDF storage server.

Can it merge Word files or images?

Not directly. Convert those files to PDF first, then add the PDF versions to the combiner.
